This is a "Motorcycle Mustang" figurine from The Trail of Painted Ponies collection. 

Created by artist David Losoya, the design represents a creature a 19th-century biker might have ridden.  It features detailed motorcycle elements such as an engine, exhaust pipes, and saddlebags integrated into the horse's form.
